Asia Pacific public sector: Growing appetites for disruptive innovations

In this exclusive interview, Gerald Wang, Research Manager, IDC Government Insights, Asia/Pacific, discusses the ICT trends in Asia Pacific public sector in the light of the recently released IDC Government Insights’ report, “Pivot Table: Asia/Pacific (Excluding Japan) Public Sector IT Spending 2013–2018

Five main areas of government functional focus will be key in 2015, they are:

-          Increased cross-functional initiatives to boost domestic innovation for long-term socioeconomic stability: Facilitated by 3rd Platform technologies and innovation accelerators, IDC estimates there will be about 20% increase in cross-functional or cross-agency collaborations. Examples include streamlining bureaucracies for enhanced egovernment services, collaborative public order and safety projects, and more efficient and intelligent transport systems. In fact, Asia/Pacific governments are playing larger roles in being an innovation catalyst for foreign direct investments and local enterprise internationalization. For instance, the growing creation and maturation of Smart Cities, technology parks, pilot project testing labs, and government accreditation centers will be critical to attract the right type of resources and manpower that will continually boost innovation.

-          Public order and safety: Increased urbanization and migratory patterns in space-scarce cities are expected to augment the rate of criminal incidences as well as public safety accidents by more than 20% in 2015. More than 15% of government departments involved in policing, emergency preparedness, and disaster response are expected to procure predictive ICT solutions that integrate with 3rd Platform technological capabilities and IoT so as to beef up critical infrastructure security capabilities, border security and compliance efforts, as well as manage and mitigate damage or loss.

-          Financial and economic performance management: More than 95% of governments do not recognize the significance of data-as-a-strategic-asset or infonomics. This refers to efforts required to standardize the financial, risk compliance, and regulatory and organizational quantification of information assets, which are alarmingly lacking. This would consequently hamper government-wide efforts aimed at developing a robust domestic ICT economy and ecosystem as intellectual property rights are not given the proper financial and economic value-recognition.

-          Collaborative health environment: Healthcare in the region will see investments in 3rd Platform technologies grow exponentially as countries realize that the goals of cost containment, population health management, and improvement of patient experience are universal. Community care will emerge as a mainstream concept in Asia/Pacific healthcare in the next two to three years, with countries evaluating how best to enable collaboration across the care continuum, in order to keep patients away from overcrowded and expensive acute care settings. Governments in the region will collaborate with the payer and the provider communities, as well as wearable devices suppliers and telecommunications service providers (TSPs) to promote personal wellness and chronic condition management. Innovation accelerators like cognitive systems, robotics, and nanotechnology will continue to be an essential part of healthcare research especially in the mature economies in the region. But mobility will be the key technology with nearly 25% of public healthcare organizations implementing some form of clinical mobility solution in 2015
